  The Unethical Out of Court Settlement
Harassment is defined as any repeated or continuing unconsented contact that serves no useful purpose beyond creating alarm, annoyance, or [emotional] distress.

There are Four Basic Types of Players in an OGS Con

The MarkThe targeted individual (TI) - Most of the time a TI is marked to be conned out of something, or is involved in some type of controversial activity that could be a lawsuit, or might involve a current, past, or future business competitor, involve knowing too much about a controversial subject, but is just as likely to be linked to a marginally harmed dysfunctionally abusive person who has twisted perceptions of their own integrity and self-worth.  Once the mark picks up on that a tiny percent of their life is being intentionally manipulated by others, false prophecy combined with other psychological tactics start to slowly create perceptions that the balance of their life must also be being manipulated.  Over time the imagination can create connections from absolutely unrelated random events to the false perceptions and tiny manipulations, and feelings of overwhelming isolation or helplessness form, giving opportunities to the con artist to validly attack reputations, mental health, and ultimately what is to be conned away.  In other words, un-informed, the mark ends up doing most of the heavy lifting required to seriously damage their own life.

The Recruiter ControllerThe Con Artist – These people are going to learn the most intimate details about the targetted individual's life, as well as the lives of the TI's inner circle,  to ultimately manipulate substantial outcomes of the targeted individual's life.  The con is generally described as narcissistic with grossly inflated views of their self-worth and importance, who tend to live by their own rules doing what pleases them with little regard for consequences to others.  The con part mixes greed, opportunity, and abnormal rationalizations. The controller part, like any bully, desires to hurt as many as possible, as intimately as possible. Either part can rationalize their way out of any need to accomplish anything of merit, as well these types of people fail to fulfill their life’s obligations in general. Cons count on people not checking the ‘facts,’ or cons present ‘facts’ that are very difficult to check. Most importantly, their response to attacks on their integrity is greatly over-the-top compared to their response to attacks on any other part of their persona 
( little man syndrome involves a man, small in stature, who attempts to overcome the way he believes other people perceive him (as a diminuative character) by 1) attaching himself to authority figures, 2) trying to manipulate himself into positions of control, 3) migrating toward positions of leadership, and 4) having a fairly volatile temper).


Recruited ContactsFree Labor - Snitches – These contacted individuals are ‘felt-out’ by con artists for disposition, manipulability, and vulnerabilities.  The con communicates with any of the vetted TI’s social contacts, with some invention of how the mark (TI) is a heinous criminal, to perhaps recruit as many contacts as possible because ‘their help is needed with surveillance - your country needs you!' Some of these participant stalkers are poor souls who are reacting to duress being placed on them (or the people they care about); some are being manipulated into answering a ‘higher-calling’ as if they are performing an essential community service; others are just run-of-the-mill nut-jobs who get off by inserting themselves in other people’s matters to gain extra credibility, acceptance, and appreciation from their handlers. Once the con gets rolling the false prophecy effect can kick in here too where it becomes possible for these snitches to see how nearly any random word or action of the TI relates to a handler’s previous lies or innuendo – as part of the recruit’s new and important mission.

Paid Actors - Actors are people who will be awarded for talking smack, arranging for distractions, who may have a special trust to exploit, or a special skill or ability needed to add credibility to the deception.  Con-lites, these people can be journeyman cons that lack a sufficient mental imbalance, cling on to their morals, or will never possess the grossly over-dysfunctional ego required to go toe-to-toe with the world class delusional types that they now work for, and would have to compete with…as well as risking becoming a TI themselves. Still, the paid actors are outright first degree criminals willing to stoop to intentionally harming others for some type of payment.


Why (exactly) Organized Gang Stalking is Illegal, and the Consequences for Getting Caught?

18 U.S. Code § 241 - Conspiracy against rights

"If two or more persons conspire to injure, oppress, threaten, or intimidate any person in any State, Territory, Commonwealth, Possession, or District in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same; or If two or more persons go in disguise on the highway, or on the premises of another, with intent to prevent or hinder his free exercise or enjoyment of any right or privilege so secured— They shall be fined under this title or imprisoned not more than ten years, or both; and if death results from the acts committed in violation of this section or if such acts include kidnapping or an attempt to kidnap, aggravated sexual abuse or an attempt to commit aggravated sexual abuse, or an attempt to kill, they shall be fined under this title or imprisoned for any term of years or for life, or both, or may be sentenced to death."

18 U.S. Code § 242 - Deprivation of rights under color of law [Law Enforcement or Officers of the Court]:

 “Whoever, under color of any law, statute, ordinance, regulation, or custom, willfully subjects any person in any State, Territory, Commonwealth, Possession, or District to the deprivation of any rights, privileges, or immunities secured or protected by the Constitution or laws of the United States, or to different punishments, pains, or penalties, on account of such person being an alien, or by reason of his color, or race, than are prescribed for the punishment of citizens, shall be fined under this title or imprisoned not more than one year, or both; and if bodily injury results from the acts committed in violation of this section or if such acts include the use, attempted use, or threatened use of a dangerous weapon, explosives, or fire, shall be fined under this title or imprisoned not more than ten years, or both; and if death results from the acts committed in violation of this section or if such acts include kidnapping or an attempt to kidnap, aggravated sexual abuse, or an attempt to commit aggravated sexual abuse, or an attempt to kill, shall be fined under this title, or imprisoned for any term of years or for life, or both, or may be sentenced to death.”
